Transition of the “General Delegation”

Children of the Sun is a French association represented in Madagascar by our General Delegation, recognized as being of public utility and created in 1995. Its vocation is 3 main missions:

  • Welcoming street children in our villages (accommodation, food, education, health, professional integration, etc.). Where possible, reintegration of children into their families
  • Welcoming single street mothers (accommodation, food, crèche, professional training and reintegration)
  • Offer a meal to children in the South-West of Madagascar to enable them to go to school (Canteens close to their school)

EDS has 5 sites in Madagascar: composed of Reception and Listening Centers (CA.E.) in town, Villages (5 to 8 homes grouped per village and able to accommodate 12 to 14 children) and CAT (Centre d'Aide par le Travail) which welcome single mothers and their children and Foyers de Grands Ados Filles (FGAF) or Garçons (FGAG).

  • Antananarivo: 2 villages, 2FGAFG, 1 CAT
  • Antsirabe: 1 village, 2FGAFG, 2 CAT
  • Fianarantsoa: 2 villages, 2 FGAFG, 1 CAT
  • Tamatave: 1 village, 2 FGAFG
  • Tulear: 2 canteens welcoming children at lunchtime

These sites make it possible to welcome and take care of more than 500 street children, between 6 and 21 years old (or even 25 years old if students), 200 children reintegrated into their families, 900 half-board students and 50 single mothers.

The operation of the association is financed by donations, private donors, foundations, associations and companies.

Description

 

The mission is part of the retirement of the General Delegate (DG), in office for around thirty years, which will take place in February 2025. We wish to be able to carry out a transition upstream of this departure, and downstream , with the person who will replace her (who has not yet been identified), with the help of a VSI who will have the functions of deputy to the DG and will ensure this handover.

The role of the DG is broad: it globally supervises our association in Madagascar, in liaison with an operational office and a board of directors, made up of volunteers in France.

The main missions of the DG are:

  • Personnel management (150 employees and 15 Malagasy external service providers spread across the 5 sites, including a small DG team, based in one of our villages in Antananarive, in Itaosy).
  • Financial management: Establishment of the budget, monitoring of the monthly situation (vs. budget), monthly cash flow requirements and project monitoring.
  • Representation to authorities (Ministry of Population, Training and Communication), partners (corporate sponsors) and public meetings (consulates, etc.)
  • Purchasing and awarding service contracts
  • Obtaining the Headquarters Agreement in Madagascar
  • Representation with different Malagasy associations and Professional Training centers
  • Presentation of the training plan to the FMFP (Malgache Professional Training Fund)

 

Mission

 

Under the supervision of the operational office based in France, the VSI must be able to perform the functions of deputy delegate, integrate into the team and ensure the transition of the DG, in order to ensure continuity of activity and supervision. of the transfer of this management to the replacement. He/she will be able to count on committed monitoring of volunteers from the association office: a president, 2 vice-presidents, a treasurer and an assistant treasurer, a general secretary, 2 doctors, 2 education and training managers, a technical manager/ works…

 

He/She will have the following main actions:

  • Directly manage a CEO team of 6 people as well as 5 site managers
  • Coordinate and control the activities deployed in each site
  • Carry out budgetary monitoring and monitoring of 2024 projects
  • Establish in coordination with the office a monthly reporting model for greater readability from France
  • Establish the 2025 forecast budget with site managers and the operational office
  • Represent the association in events that can bring it visibility, including companies that can offer internships and jobs for our young people.
  • Help the office identify candidates to replace the DG
  • Support the new CEO in taking up his/her position

 

Training

  • A general management training BAC+3/Bac+ 5, or + 10 years of similar experience

 

Experience

  • Desired experience: team management, if possible in a developing country, financial management (budget, reporting, purchasing, contracts, etc.)

 

Languages

  • Must be able to demonstrate a good level of French, written and oral.

 

Required qualities

  • Autonomy, taking initiative and organization;
  • Good interpersonal skills, conscientious, ease of working in a team, patience, tenacity;
  • Ability to adapt and integrate, promoting interculturality and respect for customs and traditions;
  • Sense of communication and animation between teams.

 

Other

  • Good knowledge of financial management and people, through similar experiences.
  • Good knowledge of the Malagasy context would be a plus;
