Management Control Manager M/F

The European Institute for Cooperation and Development (IECD), international solidarity organization created in 1988, implements economic and human development projects in around fifteen countries, in partnership with local institutions, allowing young people and people in precarious situations to access decent and sustainable jobs, in a quality educational and health environment. More than 35 years of experience in the fields of education, vocational training and access to employment for young people have allowed the IECD to develop real know-how in the service of the most vulnerable people. . The IECD operates in 18 countries, 4 geographic zones (Middle East, North Africa, Sub-Saharan Africa/Madagascar and South-East Asia), and is structured around flagship programs and a proven service offering in more than 70 projects.

Since 1989, Madagascar is a flagship country for the IECD which implements emblematic projects there, in particular:

  • Access to education through the CERES and SESAME projects aimed at young middle school, high school and university students in situations of socio-economic vulnerability (Fianarantsoa, ​​Antananarivo);
  • Professional training in hospitality and catering, through the La Rizière hotel school, the TREMPLIN MAD project (Fianarantsoa, ​​Toliara, Mahajanga, Antananarivo).
  • Support and training of entrepreneurs with the small business support project Madagascar Enterprise Development (Antananarivo);

All of these projects bring together a team of nearly 220 local employees and a dozen expatriate employees, mainly located in Fianarantsoa, ​​Tuléar, Majunga and Antananarivo. As part of its development, the IECD has deployed new projects in Madagascar for the year 2023, particularly in training and professional integration in the profession of Pastry Chef-Caterer but also in the field of energy in order to promote the professional integration of young people in the renewable energy sector.

Mission

 

The Madagascar Management Control team is made up of 2 people: the Management Control Manager (RCDG) and his Management Controller colleague (CDG).

The RCDG manages management control for all projects deployed by IECD Madagascar (in conjunction with the implementation partners) and acts on the operational side on the following points:

1- Budgets and budget updates

  • Leads and participates in establishing project budgets (IECD expenses and partner expenses).
  • Supports project managers in realizing their hypotheses and matching them with funding and project objectives
  • Supervises and participates in budget updates (2 to 3 times per year)
  • Guarantees the eligibility of expenses and the consistency of allocations
  • Consolidates and analyzes financial information
  • Assistance in management, alerts project managers and management when necessary
  • Participation in accounting closing
  • Participation in cash management and the issuance of quarterly fundraising calls

 

2- Project financing: Relationship between financial partners and donors

  • Preparation of financial reports for financial partners
  • Monitoring of project financing
  • Masters and guarantees the correct application of procedures specific to projects and private and public financial partners

 

He is responsible for the successful completion of the following operations carried out by the CDG:

3- Monitoring and control of project and partner expenses and control of analytical allocations

  • Expense tracking and variance analysis:
  • Control of analytical allocations of salaries and expenses
  • Variance analysis and justification
  • Guarantees the eligibility of expenses and the consistency of allocations
  • Support for partners in controlling their expenses (analytical allocations in accordance with the needs of financial partners)
  • Assistance in setting up partner correspondence tables and importing these expenses into the project monitoring software.
  • Participation in cash management and the issuance of quarterly fundraising calls
  • Participation in accounting closing

 

Profile

  • Training: Graduate of higher education at Master's level, Business School or university course, with a specialization in management control or audit.
  • Experience: You have successful experience in management control of at least 5 years with initial experience managing a small team. You are used to working in a dynamic environment and have the ability to manage multiple projects. You have intercultural experience abroad.
  • Expected skills:
    – Monitoring of activities and indicators
    – Database analysis
    – Solid mastery of the Office pack: Word, Powerpoint and particularly Excel
    – Fluency in English is an asset
    – Knowledge of financial management of AFD and EU financing is a plus
  • Expected qualities
    – You are organized, rigorous and reliable,
    – You have a spirit of analysis and synthesis

  • Status : VSI or local contract
  • Under the responsibility of Director of IECD Operations in Madagascar, based in Antananarivo.
  • Close collaboration with :
    – The IECD team in Madagascar;
    – The DAF team in Montrouge.
