Project manager and financial monitoring (M/F) - Réseau Méditerranée Nouvelle Chance

The European Institute for Cooperation and Development (IECD), an international solidarity organization created in 1988, implements economic and human development projects in around fifteen countries, in partnership with local institutions, allowing young people and people in precarious situations to access decent and sustainable jobs, in a quality educational and health environment. More than 35 years of experience in the fields of education, vocational training and access to employment for young people have allowed the IECD to develop real know-how in the service of the most vulnerable people. . The IECD operates in 18 countries, 4 geographic zones (Middle East, North Africa, Sub-Saharan Africa/Madagascar and South-East Asia), and is structured around flagship programs and a proven service offering in more than 70 projects.In 2024, the IECD brings together around fifty employees at headquarters, around sixty VSI (International Solidarity Volunteers) in the field and a total of 300 employees including local teams.

According to the ILO, “71 million young people aged 15 to 24 will look for but not find work in 2016 and 2017”. This is particularly true in the Mediterranean basin, with nearly 1 in 3 inactive young people in Tunisia, 3 million young NEETs in France, and youth unemployment reaches 37,8% of urban young people in Morocco.

The MedNC network was created in order to address these large-scale phenomena, and has been managed by the IECD since 2018. It brings together concrete actions led by professionals (associations, training centers, guidance units, etc.) from from 9 Mediterranean countries and already benefiting 56000 young people. Our objective is to strengthen these players by sharing best practices, help them deploy on a larger scale and increase their recognition to multiply their impact.

To do this, the members of the MedNC network are intended to travel during work missions in the countries of intervention to organize the necessary activities (sessions for the exchange of good practices, training, mission to support members on a specific theme). Since 2020, the Méditerranée Nouvelle Chance network has also managed the call for projects “Supporting youth in the Mediterranean” financed by the Ministry of Europe and Foreign Affairs, the Directorate of International Cooperation of the Principality of Monaco and the Foundation of France which aims to support CSOs from the North and South of the Mediterranean to develop innovative initiatives in favor of youth in consortium.

The project is supported by the Union for the Mediterranean, the AFD, the European Union, the Drosos Foundation, the Fondation de France and the Directorate of International Cooperation of the Principality of Monaco.

 

Mission

 

In collaboration with other members of the MedNC team:
  • Project management (50% of working time)

– Implementation of cooperative partnership KA2 (Erasmus +) and the various projects planned in the Mediterranean Springboard strategy (MedNC Network – phase 2), including the implementation of the MedNGreen project (environmental awareness educational kit)
– Implementation of the JMED call for projects “Supporting Youth in the Mediterranean”: launch, selection of projects to be financed, support for contractualization and monitoring of projects implemented by civil society organizations from Mediterranean countries, organization of visibility and networking events with local institutional, technical and financial partners, technical support for winning CSOs (proximity monitoring, project management training);
– Organization and coordination of a “ Youth Exchange » as part of Erasmus+ funding: design, response to the AAP in consortium, organization, implementation, monitoring and participation in the network's youth exchange week with MedNC.

 

  • Administrative and financial management of the MedNC network (50% of working time):

-> Erasmus + monitoring and JMED call for projects  

– Establish and monitor contractualization with all project leaders and partners
– Carry out control of the administrative and financial eligibility criteria of candidates
– Build/adapt the financial monitoring tool based on feedback
– Carry out financial monitoring of projects (control of expenses and supporting documents), initiate payments
– Write financial and narrative reports for donors
– Support for monitoring ongoing projects – in conjunction with project leaders

-> Support for the financial management of the MedNC network

– Control of expenses, supporting documents and accounting extraction of the project
– Support for project budget reviews
– Updated online budget tracking tool (TIGER)
– Guarantor of compliance with internal procedures

 

Profile

  • Training : General higher studies: Master II university, IEP, business school
  • Experience : 2 years of experience
  • Expected skills:
    - Project management
    - Accounting
    - Management
    – Excellent writing skills (narrative and financial reports)
    – Excellent knowledge of the Mediterranean area
    – Fluency in oral and written French and English; fluency in Arabic would be a plus

  • Post dates: from June 1, 2024
  • VSI contractual conditions:
    - Remuneration according to profile
    – Participation in housing
    – One return plane ticket for each destination and 1 return plane ticket per year
    – Complete medical and social package (illness, repatriation, complementary mutual insurance) and basic social security retirement contribution
    – Paid vacation: 2 days per month + local public holidays
