DEVELOPMENT MANAGER - Cambodia

Phare Ponleu Selpak or “Light of the Arts” is an NGO and social enterprise that has been improving the lives of children and their families in Cambodia since 1994 through an artistic approach. The non-profits arts school is located in Battambang. It offers support to children, young people and surrounding communities through artistic, educative and social awareness and engagement programs.

Every year, more than 1,000 students are empowered through our schools and programs: leisure courses in performing, visual and applied arts plus professional training that help children and young adults develop their creativity, communication and concentration skills, access a sustainable artistic career while preserving and promoting Cambodian arts and culture.

  • Organize fundraising events to raise funds and profile of Phare in Cambodia and in target markets and demographics.
  • Obtain public and private funding to sustain the action of the association.
  • Cultivate and maintain strong and supportive relationship within the Phare organizations both in Cambodia and around the world for effective collaborations and fundraising.
  • Supervise and validate with guidance from the Executive Director, the fundraising proposals submitted to donors and narrative and proceedings. Represent the organization with local authorities, donors and partners.
  • Participate directly in recruitment members of your team;
  • Ensure they are the right persons for the right job and are delivering the desired outputs/results.
  • Ensure that a major objective of department team leaders is the development of skills of their employees.
  • To support the nationalization of professional posts where possible.
  • Initiate, supervise the proposals submitted to donors and narrative and proceedings
  • Work closely with concerned Department Managers for the narrative and financial reporting requirements of donors
  • Represent the organization with local authorities, media, donors and partners
  • Establish and maintain good relations with government departments or relevant counterparts, donor multi and bilateral funds represented locally, UN agencies, foundations, international and national NGOs and civil society.
  • Collaborate closely with Phare France for programs and fundraising, ensuring no conflict of interest between the 2 associations.
  • Manage and deliver the Phare France annual reporting and financial in close collaboration with Phare France members.
  • Establish links and collaborate with French and other European donor organizations that donate through Phare France.
  • Ensure effective communication with the Phare France to facilitate the private funds raised from the network in France
  • Organize the consistency of management and artistic actions between the three organizations.
  • The Development Manager must comply with all Phare rules and Policies, especially Safeguarding Policy, and adherence to the values, and missions of Phare Ponleu Selpak.

 

Formation

  • At least a bachelor’s degree in Development/Business/Communication or other related fields.

 

Experience

  • A minimum of 7 years of progressively responsible professional experience, at least 3 of which must be in the development or not-for-profit sector, with at least some experience working directly with grassroots organizations operating at the community level.
  • Proven track record soliciting donor funds from international sources, including skills in networking, donor relationships and experience with the requirements of international donor organs (i.e. USAID, DFID, United Nations, European Union).

 

Language

  • Fluent in written and spoken English and French

 

Qualifications

  • A passion for changing lives through arts/education
  • Excellent writing skills; with the ability to tell a story in a clear, engaging and persuasive way.
  • Knowledge of fundraising processes
  • Excellent critical thinking skills and an ability to act in an advisory capacity to the organization’s Management team.
  • Ability to build budgets and plan project funding and supervise financial reporting to donors.
  • An aptitude for numbers and spreadsheets
  • Experience with the project management and grant management cycles
